The Hydrogen Council proposes a set of national milestones to ensure that Norway consolidates and strengthens its position as a key international player in the field of hydrogen. The proposed national milestones for the introduction of hydrogen comprise that:
- Norway will demonstrate fuel cell technology in ships. This will be for auxiliary power by 2010 and for propulsion by 2015.
- By 2015, Norwegian stakeholders will contribute to meet the European Hydrogen Fuel Cell Technology Platform’s (HFP) goal of 10–20 per cent CO2-lean hydrogen for energy purposes, primarily in the form of technology for local, small-scale environmentally friendly hydrogen production.
- By 2015, five Norwegian regions will have hydrogen available to serve hydrogen vehicle fleets.
- By 2020, a significant share of the European demand for hydrogen for energy purposes will be met by means of Norwegian production technology and CO2-lean hydrogen produced in Norway.
- Norwegian industrial actors will provide competitive storage solutions for the demonstration market throughout the period and for the commercial market by 2020.
- Norwegian authorities will be as ambitious as the EU in promoting the use of hydrogen vehicles.
- Norway will have at least the same share of hydrogen vehicles as the EU. This means that by 2020, between 10 000 and 50 000 hydrogen powered vehicles will run on Norwegian roads.
These milestones are all in accordance with international technology development expectations and the Norwegian ambitions presented by the Hydrogen Committee in its official report, NOU 2004: 11.
